This has been tremendously helpful. I finally have some informed thoughts about the issue. I differ strongly with you about experimenting with dangerous organisms. Scientists have been doing this for many decades. The results have been no dangerous accidents (that we are certain of) and treatments for many dangerous infections; viral, bacterial, protozoan. The AIDS/HIV epidemic is a case in point. This is a virus that usually kills after a long difficult illness. The results of no research would have been horrible. And no, you cannot just start research after an epidemic begins. As with HIV and COVID-2 many years of research allowed the development of treatment. I suggest you interview an infectious disease expert to gauge the outcome of halting research on dangerous organisms.
